About the Position:
This position is located within the Army Substance Abuse Program at Fort Riley, KS. This job provides the opportunity for the applicant to work with Department of the Army civilian employees and supervisors through the Armys Employee Assistance Program (EAP) to assist with problems that may affect their well-being and ability to do their jobs.

You will be responsible for ensuring the non-military component of the installation such ad Department of Army civilians, family members and civilians of tenant activities are provided alcohol/drug abuse preventative, treatment or rehabilitation services as needed. Prepare and coordinate a local plan of action for specific marketing campaigns or training programs designed to educate the facilities available to them. You will conduct interviews and assess nature of employee problems and refer to appropriate treatment, rehabilitative program or facility. Analyze guidelines, prepare and coordinate local policy letters for the installation commanders approval and estimate funding requirements for consolidation into the overall budget. Monitor program and identify strengths and shortfalls also implement and direct the civilian urinalysis testing program.
QUALIFICATIONS REQUIRED:Back to topIn order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1) experience conducting interviews and assessing personnel seeking assistance, 2) experience developing and conducting training for supervisors and coordinating local marketing campaigns that provide education on alcohol and drug abuse, and 3) experience directing urinalysis testing programs or other work that is in or typically related to the work of the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Skill in providing assistance.
- Knowledge of DA & MACOM ASAP Guidelines.
- Ability to communicate orally and in writing.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
Time in Grade Restriction: Must have 52 weeks of Federal service at the GS-09 grade (or equivalent).

Basic Education Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Condition of Employment:
IAW AR 600-85 incumbent must sign condition of employment to gain certified EAP professional status within three years of assuming any EAP duties. Incumbent who fails to obtain certification within the allowed time period or fail to maintain certification may be subject to administrative actions and removed from their position.
