Serves as the CYS Health Specialist with responsibility for the implementationof health support services and special needs issues in all CYS (ChildDevelopment Center, Family Child Care Homes, School Age Services, Middle Schooland Teen, Sports and Fitness and Liaison, Education and Outreach Services)programs. Monitors the performance of staff and providers in the health andwell being of children and youth IAW DoD, Army and local policies and standardsas they relate to assigned functions. Develops procedures and SOPs to supportprogram goals. Ensures staff/providers follow risk management procedures (e.g.,abuse prevention, identification, and reporting procedures, accidentprevention, etc.). Helps prevent and control outbreaks of communicable diseasesand follows established procedures in reporting same.

Serves as a member of the Installation Child and Youth Evaluation Team toensure compliance with appropriate program regulatory requirements and CYSbaseline standards, and assists in maintaining DoD certification. Helps programachieve and maintain standards for national accreditation or Army equivalent.Assists in conducting CARAT evaluations as required. Conducts routineinspections of CYS programs in assigned areas. Ensures facilities/homesmaintain appropriate standards for condition, health and sanitation. Respondsto and corrects deficiencies surfaced in unannounced ICYET and RCYETinspections conducted by the designated CYS Health Consultant and/or higherheadquarters.

Coordinates with the designated CYS Health Consultant/CYS trainers to providetraining for staff, providers and volunteers in designated health/special needsrelated training. Conducts observations of staff, providers and volunteers formaintenance of competency/health/ special needs related issues. May be requiredto obtain credentials to train Training and Curriculum and Training andProgramming Specialists to instruct CPR/First Aid training/assessments.Provides technical expertise in the operation of mildly ill FCC homes.

Works cooperatively with appropriate CYS program managers in the implementationof health and fitness programs. Provides parental support services andeducation opportunities. Participates in Parent conferences as required. Servesas resource/consultant to Parent Advisory Council.

Serves as the CYS Health representative to the Special Needs Resource Team.Coordinates with the EFMP Program Manager to ensure all available resources areexplored and continuity of care maintained. Searches for outsideresources/funding sources/available community programs and partnerships to assistin the provision of special needs care. Refers parents to appropriate supportagencies. Monitors progress of special needs children/youth placed in CYSsettings.

Ensure child health records, to include documentation related to special needs,are kept up to date. Monitors staff/provider health requirements. Helps FoodService Specialist coordinate infant feeding plans and special diets asrequired.

Serves as the primary liaison between CYS and the installation medicalauthority. Communicates with CYS staff trainers, Community and EnvironmentalHealth Representatives, schools and primary care physicians to clarify rolesand responsibilities in coordinating CYS health/special needs support/services.May serve on an Army/Region-wide Health steering committee. Assists inassessment of non-CYS facilities to determine suitability for alternative CYSoptions such as STACC sites and relocations caused by activation of the MACplan.

Maintains and analyzes data on instances of illness to determine trends andpossible training needs. Maintains and monitors health supplies and first aidesupplies. May be required to provide limited direct patient care.

Specialized Experience:

 

In addition to meeting the basic requirements, applicants must have:
1. At least twelve (12) months professional nursing experience in pediatriccare working with special needs children/youth;
2. The ability to plan and organize work, analyze problems to identifysignificant factors, gather pertinent data and recognize solutions; and,
3. The ability to communicate effectively orally and in writing in English


Basic Requirements:

Education: Degree or diploma from a professional nursing program approved bythe legally designated State accrediting agency at the time the program wascompleted by the applicant.
Registration: Applicants must have active, current registration as aprofessional nurse in a State, District of Columbia, the Commonwealth of PuertoRico, or a territory of the United States.

 

Conditions of employment:

1. A one-year probationary period may be required.

2. Meet all qualification/eligibility requirements.

3.  Satisfactorily complete an employment verification check. 

4. Successfully complete all required background checks to include a health screening.
