EDUCATION SERVICES SPECIALIST at Wichita

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

The duties of this position include:

· Provide counseling to inform students about scoring and career options.

· Manage school program for recruitment assistance to reach both the high school and college markets.

· Develop educational programs to assist with recruiting mission.

· Conduct school partnership initiatives on testing administration.

· Participate in research projects and/or pilot programs to assist in improving current operations.

· Conduct training to employees to inform them of changes and/or improvements in testing and career exploration process.

This position has an Individual Occupational Requirement. Basic Requirements are as follows:

I have a degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.
1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GS-11:

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: military education programs; using military automated systems; developing testing schedules; and presenting information to groups of people. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Military Education Programs
  • Ability to Communicate
  • Knowledge of Military Recruitment
  • Ability to Manage Military Education

 

OR

Education: To qualify at the GS-11 using education, you must possess a Ph.D. or equivalent doctoral degree OR completed 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university. (Note: You must attach a copy of your transcripts.)

OR

Combination of Specialized Experience and Education: I have some specialized experience, but less than one year; and I have graduate level education in excess of a Masters Degree but less than the level of graduate-level education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

·  Moving expenses will NOT be authorized, subject to the provisions of the Joint Travel Regulations (JTR) and an agency determination that a PCS move is in the Governments interest.

Conditions of Employment:

This position requires a Secret Security Clearance.

This position requires business travel 25% of the time.

 

HOW YOU WILL BE EVALUATED:

You will be asked a series of questions to determine your eligibility, qualification, and quality ranking for this position. If your responses to the eligibility and qualification questions result in a determination that you are not eligible or not qualified, you will receive no further consideration. If your responses result in a tentative determination that you are eligible and qualified, your application package (resume, supporting documents, and responses to the questionnaire) will be reviewed to verify that you meet the basic eligibility and qualification requirements.

Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.
