The Robert J. Dole VA Medical Center, Wichita, KS. is seeking to fill a full time Supervisory Mobility Transportation Specialist position in Medical Administration Service. 

Salary range for GS 11:  $57,408 -$74,628/annum

Tour of Duty:  Monday - Friday, 8:00am - 4:30pm

FLSA status: Exempt

Position Description Title/PD#: Supervisory Mobility Transportation Specialist, PD #101-00845A

Duties include but are not limited to:  serving as the Mobility Manager at the facility level, managing the transportation program to include supervision of schedulers, drivers, beneficiary travel clerks and other related staff.  The position manages Beneficiary Travel, Special Mode, Veterans Transportation Service and Highly Rural Transportation Grants. The incumbent ensures that the Beneficiary travel policy, audit processes, remediation and reporting comply with regulatory guidance and assures program compliance and effectiveness.  The specialist serves as the primary representative to State Transportation Departments, regional governmental agencies involved in transportation and local agencies and transportation providers for the purpose of developing a network of transportation resources for VA beneficiaries.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Administrativeand Management Positions

This qualification standard coverspositions in the General Schedule that involve the performance of two-gradeinterval administrative and management work. It contains common patterns ofcreditable experience and education to be used in making qualificationsdeterminations.

Educationand experience requirements

GS 11: 

Education:  3 full years of progressively higher level graduate education leading to such a degree or LLM, if related. 

OR

Specialized Experience 1 year equivalent to at least the GS 9 level.

   

 Individual Occupational Requirements: 

Education:  graduate education - major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.  OR

 

Specialized Experience:  Experience that demonstrated a knowledge of the transportation functions of this position including but not limited to:  

  working with regulations and policies regarding safe transport of patients, budget processes, coordinating patient travel.      



NOTE: Equivalent combinations of education and experience arequalifying for all grade levels for which both education and experience areacceptable.

Graduate Education: Education at the graduate level in an accredited college oruniversity in the amounts shown in the table meets the requirements forpositions at GS-7 through GS-11. Such education must demonstrate the knowledge,skills, and abilities necessary to do the work.

One year of full-time graduateeducation is considered to be the number of credit hours that the schoolattended has determined to represent 1 year of full-time study. If thatinformation cannot be obtained from the school, 18 semester hours should beconsidered as satisfying the 1 year of full-time study requirement.

Part-time graduate education iscreditable in accordance with its relationship to a year of full-time study atthe school attended.

For certain positions covered bythis standard, the work may be recognized as sufficiently technical orspecialized that graduate study alone may not provide the knowledge and skillsneeded to perform the work. In such cases, agencies may use selective factorsto screen out applicants without actual work experience.

Specialized Experience: Experience that equipped the applicant with the particularknowledge, skills, and abilities to perform successfully the duties of theposition, and that is typically in or related to the work of the position to befilled. To be creditable, specialized experience must have been equivalent toat least the next lower grade level in the normal line of progression for theoccupation in the organization. Applicants who have the 1 year of appropriatespecialized experience, as indicated in the table, are not required by thisstandard to have general experience, education above the high school level, orany additional specialized experience to meet the minimum qualificationrequirements.

Combining Education and Experience: Combinations of successfully completed post-high schooleducation and experience may be used to meet total qualification requirementsfor the grade levels specified in the table, and may be computed by firstdetermining the applicants total qualifying experience as a percentage of theexperience required for the grade level; then determining the applicantseducation as a percentage of the education required for the grade level; andthen adding the two percentages. The total percentages must equal at least 100percent to qualify an applicant for that grade level. Only graduate educationin excess of the amount required for the next lower grade level may be used toqualify applicants for positions at grades GS-9 and GS-11. (When creditingeducation that requires specific course work, prorate the number of hours ofrelated courses required as a proportion of the total education to be used.)

KSA #4 - Ability to communicate.

KSA #5 - Skill in planning and estimating operating cost and managing personnel to enusre the highest level in program performance.
