The Program Analyst position is located at the VA Health Resource Center (HRC) in the Customer Experience section. The incumbent serves as the Knowledge Management Base (KB) Editor responsible for providing knowledge based management, scripting, and related services to the HRC call center. Duties include but are not limited to:
- Functions as Subject Matter Expert (SME) on regulatory and procedural requirements on all Health Resource Center programs.
- Advises call center supervisors, seniors, external key staff at VACO and the Health Eligibility Center (HEC) on a broad spectrum of Veteran Health Care regulations.
- Anticipate changes in veteran benefit issues to identify new or modified scripts.
- Develops and administers knowledge based programs and ensures that databases support call center/contact center areas. Compose and develops knowledge-based scripts that are accurate, concise, unambiguous, and easy to read and understand.
- Establishes and maintain working relationships with VHA program officials to ensure KB scripts are accurate and addresses veteran benefits, MCCF, and A/R collections areas.
- Co-chairs and coordinates activities of the knowledge base review board.
- Oversees work of board, facilitates work flow, ensures the knowledge based process meets timeliness standards for script development and manages migration of changes into the production environment.
- Defines KB technical requirements and interfaces and assist with system design software.
- Conducts special studies, prepare briefings and ad hoc reports and other duties as assigned.
Work Schedule: Full time Monday - Friday an 8 hour shift between the hours 7:00 am to 7:00 pm as determined by Supervisor.

TIME-IN-GRADE RESTRICTION GS-11: Applicants who are current Federal employees and have held a GS grade position any time within the past 52 weeks must meet the time-in-grade requirements (a minimum of 52 weeks in positions no lower than GS-09).
Specialized Experience GS-11 level: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
1) Experience working with knowledge based management functions as it pertains to Veterans Eligibility and Health Care Benefits.
2) Experience interpreting administrative laws, policies, regulations, and precedents applicable to Health-care eligibility, collections, and Health Benefit Programs.
3) Experience planning, organizing, and directing team work.
4) Interpersonal skills in presenting recommendations and negotiating solutions with management.
5) Experience evaluating the effectiveness of Health Care Program goals and objectives. (NOTE: Evidence of specialized experience must be supported by detailed documentation)

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicants education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
