About the Position- As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscalyear 2013. An employee in this position MAY be subject to furlough. If applicable, specific information regarding the administrativefurlough will be provided to the individual selected for this position.

 

Positions within the Army Sexual Harassment/Assault Response and Prevention (SHARP) Program are the Armys "frontline forces" in the fight against sexual assault and require significant trust.  It is Armys goal that employees in SHARP positions meet the highest standards of character, conduct, and personal integrity.  In order to ensure that only employees with appropriate backgrounds serve in these important positions, the Department of Army is currently developing guidance which may require selectees for SHARP positions undergo enhanced background checks.  In addition to the checks specified below, selectees may be required to be screened against additional law enforcement agencies, former employers and other records maintained on military installations, if available.  Selectees will be informed of any necessary additional checks and specific screening requirements once they are finalized and/or prior to the screenings being conducted. Sexual Harassment/Assault Response Program provides awareness and prevention, training and education, victim advocacy, response, reporting and follow up for sexual harassment/assault issues. Army promotes sensitive care, advocacy, treatment, reporting options for victims of sexual harassment/assault and accountability for those who commit these crimes.

    Manages the Sexual Harrassment/Assualt Response and Prevention (SHARP) Program for the Organization. The incumbent emphasizes the commitment to maintain a workplace environment that rejects sexual harassment and sexual assualt and attitudes that promote such behaviors. Provides Policy, guidance and other information for victims of sexual harassment and sexual assualt, subordinate unit commanders, first responders, and those who seek to prevent or respond to sexual harassment/assualt.

    In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

     

    Specialized Experience required: To qualify based on your work experience, your resumemust describe at least one year of experience at the GS-09 grade level or equivalent which prepared you to do the work inthis job. Specialized experience is definedas: Providing managerial and technical assistance in programs such as equal opportunity, sexual assault prevention and response; Evaluating programs to identify and resolve systematic issues. Directing program activities that emphasize prevention of sexual assault and harassment; Establishing comprehensive policy that reinforces a culture of sexual harassment and sexual assault prevention, response and accountability.

     

    You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

    • Knowledge of Program Management
    • Knowledge of Sexual Harrassment/Assault Policy/Guidance
    • Ability to conduct response activities
    • Ability to develop and provide training/education.

     

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).

    EDUCATION OPTIONS:

    To qualify based on education in lieu of specialized experience, applicants must possess a completed a Ph.D or doctoral graduate degree or 3 full years of progressively higher level graduate education leading to such a degree in education or a subject matter related to Training Instruction.

     

    Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicants education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

    Conditions of Employment:

  • Personnel security investigation required.  Position is non-sensitive and requires a personnel security investigation on a post-appointment basis only. 
  • Successful Completion of an 80 hour Sharp Course and must complete all requirements to obtain DoD Certification within 6 months of hire.
  • Individuals may be screened against some or all of the following:  Army Substance Abuse Program, Army Inspector General files, Army Criminal Investigation Command/Crime Records Center, the Army Central Registry, records maintained in the Army Military Human Resources Record and/or Official Personnel Folder including adverse action files and other records maintained on the installation that may be relevant.
  • Must possess a valid drivers license and have the ability to operate a motor vehicle.
  • May be subject to occasional On-Call.
