NOTE: The full performance level of this vacancy is GS-13 . The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13. The Professional Standards Board (a peer-review group) will review the selected candidates education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

The VA Eastern Kansas Health Care system (EKHCS) is a tertiary care health system providing Urgent Care, Inpatient and Outpatient Care, Research, Domiciliary Care, Nursing Home Care, and Geriatric Care to a 45-county primary service area which spans throughout Northeastern and Central Kansas and Missouri. EKHCS consists of two divisions: the Colmery-ONeil Medical Center in Topeka, Kansas, and the Dwight D. Eisenhower Medical Center, located in Leavenworth, Kansas, as well as multiple Community Based Outpatient Clinics across the service area. This health care system includes a tertiary psychiatric facility and one of the largest Substance Use Disorder (SUD) clinics nationally and the largest in VISN 15.
This vacancy announcement is for one (1) position with the Behavioral Health Service of the VA Eastern Kansas Health Care System and will be stationed at the Leavenworth campus. In this role, you will function as a Supervisory Psychologist/Chief for the Addictions Therapy Program (ATP).
Major duties include, but are not limited to, the following:
- Treating mental disorders through a variety of modalities.
- Providing a full range of psycho-diagnostic services, including psychological assessment.
- Providing a full range of therapeutic interventions.
- Performing evaluations for veterans for complex addiction disorders, including substance abuse disorders.
- Oversight for all EKHCS addiction programs, to include program evaluation and/or research activities.
- Provides collateral supervisory duties primarily for non-professional staff (addiction therapists) and a small number of professional staff, to include performance appraisals, performance awards, time keeping, and supervisory education.
- Responsibility for national reports for reflecting SUD treatment.
BASIC REQUIREMENTS:
- U.S. citizenship.
- Education: Doctoral degree from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. (TRANSCRIPTS SHOWING DEGREE COMPLETION MUST BE INCLUDED IN THE APPLICATION PACKAGE)
- Internship: Have successfully completed a professional psychology internship training program that has been accredited by the APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable fulfillment of the internship requirement, provided that such programs we resanctioned by VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
- License: Hold a full, current, unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g. Puerto Rico), or the District of Columbia. (COPY OF LICENSE MUST BE INCLUDED IN APPLICATION PACKAGE)
GRADE DETERMINATIONS:
GS-11 (ENTRY LEVEL)
No additional requirements beyond the basic requirements listed above.
GS-12
In addition to the basic requirements at the GS-11 level, at least one (1) year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities:
- Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.
- Ability to develop coherent treatment strategies.
- Ability to incorporate new clinical procedures.
GS-13 (FULL PERFORMANCE LEVEL)
In addition to the experience requirement at the GS-12 level, at least one (1) additional year of experience as a psychologist equivalent to the next lower grade level. In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities:
- Knowledge of, and ability to apply, advanced psychological theories and techniques to the full range of patient populations.
- Ability to provide professional advise and consultation in areas related to professional psychology and behavioral health.
- Knowledge of clinical research literature.

PHYSICAL REQUIREMENTS: Light lifting (under 15 pounds), straight pulling, reaching above shoulder, use of fingers, walking, standing, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, specific visual requirement, hearing (aid permitted), emotional and mental stability, ability to read written material, and working closely with others.
